Utility costs across England and Wales have undergone an extraordinary transformation over the last twenty-four months. According to data published by Discover Water, the national average combined annual household bill for water and sewerage services has reached an unprecedented £639 for 2026-27.
For households already managing higher living costs, that makes every litre feel more valuable. While the bill rise itself is largely outside the homeowner’s control, what happens inside the home is a different story. At a time when every litre costs more, water pressure is the homeowner’s key to regaining control over water costs.
Rising UK water bills
In the 2024-25 financial year, the average combined household bill stood at approximately £480. In April 2025, households faced an upward adjustment as average bills rose to £603, a single-year increase of £123, or 26%. As of April 2026, bills continued to increase, pushing the average bill up by another £33 (a 5.4% rise) to the current £639 average per household.

Combined, this represents a two-year increase of £159 per household, per year. For the consumer, this equates to paying an additional £13.25 every month, a 33.1% escalation in the baseline cost of water services since 2024. Even where the cumulative two-year percentages were slightly lower, specific annual jumps have been deeply disruptive.
Regional Spotlight: The Two-Year Tariff Escalation (2024-25 to 2026-27)
- Southern Water: Up 58.8% (+£281/year), moving from £478 to £759.
- South West Water: Up 42.3% (+£220/year), moving from £520 to £740.
- Hafren Dyfrdwy: Up 42.1% (+£188/year), moving from £447 to £635.
- Yorkshire Water: Up 36.2% (+£169/year), moving from £467 to £636.
- United Utilities: Up 35.8% (+£174/year), moving from £486 to £660.
While Scotland and Northern Ireland operate under distinct regulatory structures, they have not escaped the trend: both regions implemented matching annual tariff hikes of 9.9% in April 2025, followed by a further 8.67% increase in April 2026.
How much water is a typical household actually using?
To understand what rising water bills mean at home, it helps to look at how much water we use day to day. According to the Environment Agency and Consumer Council for Water (CCW), the average person in the UK uses around 136 – 139 litres of water per day.
That means small everyday habits can quickly add up, from showers and baths to washing machines, dishwashers and running taps. With water now costing more than it did two years ago, using water efficiently has become even more important for households looking to keep bills under control.
The hidden cost of low water pressure
Most homeowners assume that low water pressure and poor flow rates are merely matters of comfort, an annoyance that results in a weak, unsatisfying morning shower or a kitchen tap that takes an eternity to fill a kettle. This is a profound misconception. In reality, poor domestic water pressure is one of the primary, unseen drivers of household water waste and inflated utility bills.
Think about a typical shower. When water pressure is low and the stream is weak, you have to stand there for much longer to actually rinse the shampoo out of your hair or the soap off your skin. A shower that should take a quick five or ten minutes can end up taking twenty. And because that water has been routed through a boiler or cylinder, you are not only paying more for the wasted volume of water, but you are also paying higher energy bills to heat it.
The same issue can be felt elsewhere in the home. Baths may take longer to fill, taps may run slowly, and pressure can significantly drop when several outlets are used at the same time. Appliances such as washing machines and dishwashers are usually designed to fill to the level they need, but poor flow can still make household routines slower and less convenient.
How to safely test your water pressure at home
A simple flow test can help you understand whether your home is affected. Fill a one-litre jug from the tap or shower and time how long it takes. If it takes more than around six seconds, your flow rate may be lower than expected and could be worth investigating.
The six-second domestic flow test
To accurately evaluate your domestic water performance, follow these steps at your kitchen tap or showerhead:
- Take a large measuring jug (at least 1L), or any 1L-2L container.
- Turn the tap or shower fully on to its maximum cold flow.
- Place the container under the stream for exactly 6 seconds, then turn it off.
- Multiply the volume of water collected by 10 to establish your flow rate in litres per minute (L/min).
If you collect less than 1 litre in 6 seconds, your water flow may be lower than it should be. At minimum, a sufficient flow should fill 1 litre within 6 seconds (or 10 lpm), with a strong flow filling around 1.2 to 1.5 litres in the same time (or 12 – 15 lpm).
The causes of poor domestic water pressure
There are two sides to low-pressure water: first, the network feeding your home, and secondly, the plumbing within your own home.
The UK water mains network
The same underinvestment pushing bills upward is also wearing down the quality and consistency of supply. The UK’s water mains are crumbling: a 2025 National Audit Office report found that, at current replacement rates of around 0.14% a year, it would take roughly 700 years to renew the entire water network. Water infrastructure is deteriorating faster than it’s being replaced. This poor quality infrastructure means around one-fifth of all the water put into UK pipes is lost to leakage before it reaches a single tap, dragging pressure down for homes downstream.
Domestic plumbing in UK homes
The second is your own plumbing. Homes built before the 1970s often still rely on gravity-fed systems, a cold-water tank in the loft using nothing but height to create pressure. They were designed for the modest demands of an earlier age, not for power showers, dishwashers, washing machines and multiple bathrooms all pulling at once. So even where the mains meets its legal minimum of 0.7 bar at the boundary stop tap, the pressure that actually reaches an upstairs shower can be a fraction of that, as little as 0.08 bar on a top-floor tap.
Newer homes aren’t immune either. Three-storey buildings frequently put a bathroom on the top floor, where a sub-pressure supply struggles to climb. Old house or new, the symptom is the same: the water you’re paying ever more for simply isn’t arriving with the force it should.
So what can homeowners do about it?
While network issues may be out of your control, domestic low-pressure is a solvable problem. Start with the six-second flow test listed above. If it takes longer than 6 seconds to fill a 1L container, you likely have low water pressure in your house.
4 simple water pressure checks and steps homeowners can take
- Check that the stop tap is fully open.
A partially closed internal stop tap can restrict flow across the whole home. It is a simple first check, especially if pressure has recently dropped. Note: If the tap is old and stiff, don’t force it; a seized stop tap can start dripping once disturbed – call a professional engineer rather than wrench harder. - Clean taps, showerheads and filters.
Limescale, sediment and debris can build up in tap aerators, showerheads and inlet filters. Descaling or cleaning these can often improve flow, especially in hard water areas. Aerators and showerheads usually unscrew by hand or with a cloth-wrapped wrench, and soaking them in a descaler is easy. Just turn off the supply before removing any appliance inlet filter so you don’t get a soaking. - Check whether the issue is localised.
If only one shower or tap is weak, the problem is likely to be with that fitting, valve, pipe run or filter. If the whole house is affected, it may be the mains supply, stop tap, incoming pipework or plumbing system. Contact a specialist if you find you may need fittings, taps, mixers or pipework replaced. - Look for leaks or hidden restrictions.
Leaks, damaged pipework, trapped air or kinked flexible hoses can all reduce water performance. A sudden drop in pressure should always be investigated. Note: Looking for leaks, kinked hoses, or trapped air is safe, but acting on what you find is where it varies. Straightening a hose, fine. Tackling damaged pipework or persistent trapped air in a heating system is plumber territory.
Even with all these checks in place, the water flow may not be sufficient, especially for your household’s personal level of use and activity.
